HM The King: House Of Representatives' Upgrading Plan, A

HM King Mohammed VI said on Monday that the upgrading plan submitted recently to the Sovereign is "promising step" to increase the House efficiency in accomplishing its law-making and control mission and in evaluating public policies.

  The plan, a  valid idea for the entire parliament, is a also "an important stage in the long experience of this institution", said the Sovereign in a message to the Parliament which is marking its 50th anniversary, arguing that proposals encourage the House members and all components to take initiatives and be more creative.

    The Royal message, read out by the House Speaker, Karim Ghellab, considers that implementing the plan, its principles and approaches will "no doubt contribute to consolidate the Parliament's institutional and organizing capacities, improve its performances in terms of law-making and control and increase its openness and interaction with its environment".

     The Sovereign further called the MPS to make of the present legislature "an important stage to make a quality leap forward in law production", stressing that the political will of stakeholders is a pre-requisite for the success of any modernization plan.

     This approach, went the Royal message, is consistent with the deep meaning of the code of ethics to which HM the King called in a speech during the opening of the previous, urging the Parliament members to show political honesty, intellectual and moral integrity and a high sense of responsibility, and the administrative staff to have the acquire the required professional competence through adequate continuous training.

    On the legislative program, the Sovereign called for more swiftness in law adoption, citing in particular the organizational laws related to the judiciary power and territorial governance which will respectively allow for the establishment of the judiciary power higher council and the election of the new version of the House of Advisors.

     HM The king also invited the Nation's representatives to build on assets cumulated all along the Moroccan parliamentary experience and avoid past drawbacks.
