The selected companies are leaders in green hydrogen in their respective countries and comprise ORNX consortium (comprising Ortus from USA, Acciona from Spain, and Nordex from Germany), which is focused on ammonia production, according to a press release from the Government Head's Department. 

The Taqa (UAE) and Cepsa (Spain) consortium, which specializes in ammonia and synthetic fuel production, along with Nareva (Morocco), which is involved in developing ammonia, synthetic fuels, and green steel are also key players.  

Additionally, Acwa Power (Saudi Arabia), specializing in green steel production, and the consortium formed by UEG and China Three Gorges, which is concentrating on ammonia production is also involved. 

The project selection process followed a steering committee meeting in Rabat, chaired by Head of Government Aziz Akhannouch, dedicated to overseeing the "Morocco Offer", in line with His Majesty King Mohammed VI's clear-sighted vision to position Morocco among the world’s leading nations in green hydrogen.

During this meeting, Akhannouch reaffirmed the government's commitment to implementing the "Morocco Offer" for green hydrogen with precision and seriousness, in full alignment with the High Royal Directives outlined in the Throne Speech of July 29, 2023.

In His speech, the Sovereign invited the government to speed up the implementation of "Morocco Offer" in the green hydrogen sector, "to make sure the requirements of quality are observed, to leverage our country's significant potential in this regard, and to meet the expectations of leading global investors in this promising field."

Project selection followed a rigorous, transparent, and scientific methodology to ensure a balanced, long-term partnership between Morocco and investors. 

The next step involves signing preliminary agreements to allocate up to 30,000 hectares per project, with the state ensuring proper management and use of public land, according to the source.

These six projects complement the two projects provided for by the two agreements signed in October 2024 in Rabat, before His Majesty King Mohammed VI and French President Emmanuel Macron. 

The first agreement, between the Moroccan government and TotalEnergies, activates the "Morocco Offer" for green hydrogen development, whereas the second one, between OCP Group and Engie, provides for conducting five projects, one of which focuses on green hydrogen.

The selection process for green hydrogen projects under the "Morocco Offer" remains open to additional investment. 

The momentum behind the implementation of "Morocco Offer" for green hydrogen is the fruit of the serious efforts initiated by the Head of Government’s circular of March 11, 2024, following the High Royal directives to leverage Morocco’s strategic location, diverse and rich natural resources, and world-class infrastructure to develop the green hydrogen sector.

The meeting was attended by Abdelouafi Laftit, Minister of the Interior, Nadia Fettah, Minister of Economy and Finance, Nizar Baraka, Minister of Equipment and Water, Ryad Mezzour, Minister of Industry and Trade.

Karim Zidane, Minister Delegate in charge of Investment, Convergence, and Evaluation of Public Policies, Fouzi Lekjaa, Minister Delegate in charge of the Budget, and Tarik Moufaddal, CEO of the Moroccan Agency for Sustainable Energy (MASEN) also took part in the meeting.
