
A team from the Interministerial Delegation for Human Rights (DIDH) learned on Wednesday in Geneva about a system developed by the Office of the United Nations High Commissioner for Human Rights (OHCHR), designed for tracking recommendations from UN mechanisms.
During a meeting with OHCHR officials, the Secretary-General of the DIDH, Fatima Barkan, and the accompanying delegation, received explanations from OHCHR representatives about the National Recommendations Tracking Database (NRTD).
This is a digital tool developed by the High Commissioner to assist National Mechanisms for Implementation, Reporting, and Follow-up (NMIRFs) in managing recommendations from human rights mechanisms.
The system addresses three major challenges: the complex management of recommendations and follow-up activities, coordination among various stakeholders and institutions, and the loss of institutional memory due to staff turnover, according to Marie Eve Boyer, Human Rights Officer at OHCHR.
It is an interactive web application designed to help states plan and monitor the fulfillment of their human rights obligations and the Sustainable Development Goals (SDGs).
The NRTD offers several features, including importing and classifying recommendations, planning and monitoring implementation activities, and extracting and generating reports.
For the DIDH, the idea is to draw on OHCHR’s experience to develop "a 100% Moroccan system," a robust tool that will serve as a strategic dashboard to facilitate the DIDH’s mission of coordinating and monitoring the implementation of recommendations.
The meeting, held on the sidelines of the 59th session of the Human Rights Council (HRC), was attended by representatives of other Moroccan institutions involved in human rights issues, as well as OHCHR staff members.
