Morocco's DGSN, Judicial Office Bolster Cooperation in Defending State Interests before Courts

Morocco's General Directorate for National Security (DGSN) and the Judicial Office of the Kingdom (AJR) signed a partnership agreement on Wednesday at the headquarters of the Ministry of the Economy and Finance, aimed at strengthening their cooperation and sustainable coordination in areas of defending the State's interests before the courts and managing and preventing litigation.

The agreement also aims to promote skills and exchange legal expertise and advice in order to reinforce administrative service and boost public confidence in public administration, according to a joint press release from the DGSN and the AJR.

Initialed by Minister of Economy and Finance Nadia Fettah, Director General of National Security and Territorial Surveillance Abdellatif Hammouchi, and the Kingdom's Judicial Agent Abderrahman Lamtouni, the agreement strives to establish a frame of reference and an organizational basis designed to strengthen cooperation between the DGSN and the AJR in areas and issues of common interest, notably in the management and prevention of litigation and the definition of related risk mapping, the same source adds.

Moreover, the agreement covers the defense of the State's interests before the courts, as well as strengthening bilateral cooperation in the scientific fields of training, skills development and human resources capacity building.

This agreement outlines the commitments of the signatory parties, notably the coordination of defense procedures and monitoring the execution of judgments ruled in favor of the DGSN and its officials, as well as ensuring the application of the “Protection of the State” principle guaranteed to police officers who are victims of physical and verbal aggression during their duties.

To ensure optimum implementation of this institutional partnership, the agreement establishes a Steering Committee to oversee joint action plans and define the guidelines of this cooperation, supported by a Technical Committee tasked with supporting practical measures to implement the approved action plans, and designing future projects to further this cooperation.
