15.ª RAN Marruecos-Francia: Firma de varios acuerdos de cooperación y asociación

Morocco and France have sealed on Thursday in Rabat several cooperation and partnership agreements as part of the 15th High Level Meeting (HLM), co-chaired by the Head of Government, Aziz Akhannouch, and the French Prime Minister, Sébastien Lecornu.

As such, a letter of intention on cooperation in feminist foreign policy was signed by the Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, Nasser Bourita, and the Minister for Europe and Foreign Affairs, Jean-Noël Barrot, in order to bolster feminist diplomacy at the ministerial and international levels.

Similarly, a memorandum of understanding confirming the implementation of financing for the High-Speed Line program between Kenitra and Marrakech was signed by the Minister of Economy and Finance, Nadia Fettah, and the French Minister of Economy, Finance and Industrial, Energy and Digital Sovereignty, Roland Lescure.

There is also a joint declaration supplementing the Memorandum of Understanding confirming the implementation of the partnership in the water sector, which was initialed by Fettah, Barrot, and the Director of the French Development Agency (AFD) in Morocco, Catherine Bonnaud. This agreement completes and clarifies the commitments made by the Parties in the October 28, 2024, Memorandum of Understanding regarding support for the national water policy.

Furthermore, a declaration of intent regarding the teaching of the Arabic language and history-geography in French educational institutions in Morocco was signed by the Minister of National Education, Preschool and Sports, Mohamed Berrada, and the French Minister Delegate in charge of Francophonie and International Partnerships, Eléonore Caroit, with a view to promoting the acquisition of bilingual skills.

On the same occasion, the Minister of Transport and Logistics, Abdessamad Kayouh, and his French counterpart, Philippe Tabarot, signed a three-year action plan (2026-2028) for the implementation of technical cooperation in the field of civil aviation.

Kayouh also signed a partnership agreement with the Director of the National Higher Maritime School (ENSM, France), François Lambert, between this School and the Higher Institute of Maritime Studies (ISEM, Morocco), aimed at consolidating scientific and educational exchanges between the two institutions.

For their part, the Minister of Industry and Trade, Ryad Mezzour, and the representative of the Director General of La Poste Group, Christelle Geneste Defaye, concluded a cooperation agreement aimed at adapting the postal service to new challenges and strengthening collaboration between the two operators.

In the cultural field, a declaration of intent relating to cooperation in the area of artistic exchanges, as well as a declaration of intent concerning cooperation in the field of cinema and the moving image on the African continent, were signed by the Minister of Youth, Culture and Communication, Mohamed Mehdi Bensaid, and his French counterpart, Catherine Pegard.

Bensaid also signed a strategic partnership agreement with the President of the Arab World Institute, Anne-Claire Legendre, to establish a general framework for cooperation between the two parties in order to develop a partnership centered around cultural, intellectual, and civic initiatives.

A framework cooperation agreement covering various fields of activity, such as soil engineering and expertise in port, hydraulic, and maritime infrastructures, was also signed by the Director General of the Public Laboratory for Testing and Studies (LPEE), Hammou Bensaadout, and the Director General of the Center for Studies and Expertise on Risks, Environment, Mobility, and Urban and Country Planning (CEREMA), Etienne Crepon. 

Finally, the Director of the Hassan II Agronomic and Veterinary Institute (IAV), Abdelaziz El Hraiki, and the Deputy Director General for Research and Strategy at the French Agricultural Research Centre for International Development (CIRAD), Jean-Paul Laclau, signed a framework agreement for scientific cooperation covering the fields of agriculture, veterinary medicine, and fisheries and aquaculture sciences.
