Morocco Approves Schooling Reform Bill

Morocco’s cabinet on Thursday approved draft law No. 59.21 on school education, aimed at overhauling the education system, government spokesperson Mustapha Baitas said.

The bill, presented by Education Minister Mohamed Saad Berrada, aligns with the Constitution, HM King Mohammed VI’s directives, and the 2015-2030 strategic reform vision. It also supports the 2022-2026 education roadmap, which seeks to improve basic learning, extracurricular activities, and citizenship education while tackling school dropout rates, Baitas told the press after the cabinet meeting.

The legislation introduces a new school model based on the "pioneering institutions" project, designed to enhance human capital while ensuring equal opportunities and quality education for all, he said.

The draft law outlines key structural and pedagogical reforms, including the organization of public schools, the introduction of preschool classes, and the role of private institutions in supporting national education goals. It also addresses funding, governance, and school management mechanisms, Baitas added.
