Business Climate: Morocco Further Improves Its Indicators in the World Bank’s Second "Business Ready" Report

Morocco has further improved its business climate indicators, according to the second edition of the World Bank Group's "Business Ready" 2025 report, published Monday in Washington. 

The Kingdom ranks second in Africa and the Arab world, with an aggregate score of 63.44 points out of 100, marking an improvement over the first edition of the report, in which it scored 62.41 points.

Morocco's score of 63.44 points is higher than both the global average (60.11) and the average for African countries (50.87) and Arab countries (58.31).

"Business Ready" assesses the regulatory framework and public services directed at firms, and the efficiency with which regulatory framework and public services are combined in practice. This new edition of the report covers an expanded sample of 101 economies, compared to 50 in its first edition. Of these, 60% fall into categories of per capita income higher than that of Morocco.

In this context, the best global performance is recorded by the Republic of Korea, with a score of 78.24 points.

The assessment covers ten major themes related to the life cycle of firms, based on approximately 1,200 indicators. For each of these themes, the "Business Ready" report is based on three complementary pillars: the Regulatory Framework, Public Services, and Operational Efficiency.

The first two pillars are based on data collected from experts and professionals, while the third pillar is based on the results of the triennial Enterprise Survey.

Overall, Morocco has improved its performance in the two pillars of regulation (70.06 points) and quality of public services (64.55 points), with high scores in five areas: utility services (80.05), international trade (74.5), business entry (73.95), business location (73.82), and financial services (68.24).

However, a decline in performance was recorded in the third pillar relating to operational efficiency (55.7 points compared to 59.66) due to the higher number of countries included in this second edition of the report (101 compared to 50) and the use of the same results from the "Entreprise Survey" conducted in Morocco in 2023 and used in the first edition.

This second edition of "Business Ready" shows that Morocco is generally well positioned, with above-average performance on several topics, including business creation and establishment, public utilities, and international trade.

Progress has also been noted in the areas of market competition and dispute resolution, helping to strengthen legal certainty for economic operators. Furthermore, the analysis highlights room for improvement in high-leverage areas for private investment, particularly the labor market and business insolvency resolution.
