The new mechanisms of the electoral system relating to representation of youth, people with disabilities and Moroccans expatriates at the House of Representatives reflect a real aim to boost these social groups' presence within the legislative institution and to promote their involvement in national political life.
The electoral system includes a financial support mechanism to encourage representation of youth (women and men under the age of 35), Moroccan citizens living abroad as well as people with disabilities.
This new tendency is rooted in strengthening financial motivation in accordance with political parties as part of the annual public support, so as to encourage and promote candidacy of youth aged 35 or less and Moroccan expatriates during elections.
The mechanism also provides for an increase in the financial support granted for each seat won in the local electoral division by a young person or a Moroccan expatriates. Henceforth, this aid has been increased six-fold the amount granted for other applications, compared to five times previously.
In the same framework, the financial motivation mechanism includes people with disabilities of both sexes, with the aim of promoting representation of this category within the legislative institution.
In order to boost youth and women's presence in Parliament, the electoral system also includes a new provision reducing the maximum age of candidates, men and women, from 40 to 35 years, to be placed atop political parties' lists of candidates in regional and local electoral divisions in order to be eligible for public funding.
